Binders

Why in the world are people so inconsiderate?
People can be so dag on inconsiderate. My neighbors have got to be the rudest people on the face of this earth. I live on the third level in a nice Floridian apartment complex with a nice lake and everything, but people always know how to fcuk things up. People litter the stairwells with cigarette butts and beer cans (young men). The roll up weed and leave the cigar tobacco by my door. Since my next door neighbor doesn't like company in his house he sits outside a couple of feet from my door blasting music and talking really loud. At times, they even play a guitar...yes, a guitar. The parents don't watch thier kids. I had to call the leasing office one day because two little boys were putting fire crackers on the apartment and lighting them. I had to call the police another time because the same little boy was putting the fire crackers on people's cars and lighting them. When I took my beagle out one morning I almost stepped on a used condom. By the lake it clearly say "no fishing, no swimming"...on saturday a grown man was fishing. I just don't understand how people can be THAT rude and inconsiderate. I'm honestly scared to say anything, because I've read articles where things got out of hand just because of a conversation.

My neighbors kinda get on my nerves.?
My neighbors are the rudest bunch of azzholes this side of the Mississippi. Things would be pretty peaceful if it weren't for them. They sit outside and play EXTREMELY loud music at all times of the night, dump cigar tobacco on the grass and roll up weed blunts outside, drink a fifth of their brown liquor of choice and throw the bottles in the bushes, sit on your car, even if they don't know you and if you say something to them you have to be worried about possibly getting jumped. I've complained to my apt. manager and nothing has been done. My lease isn't up for another 10 months, so I'm kinda stuck here. What else can I do to alleviate this drama?

What is the difference between cigar tobacco and cigarette tobacco?
A friend is smoking little cigars that come in a pack like cigarettes, and are very cheap. He is smoking them like cigarettes, more than a pack a day, wondering if they are worse for him than cigarettes, does anyone know? And yes I know all smoking is bad.
